Hi aspirant,

Yes, there is a local and non-local quota in Andhra Pradesh for allotting seats under 85% state quota. Since you belong to SVU region, based on previous year's cutoff, chances of admission for MBBS government seats seem tough. You may however apply for deemed universities through MCC and also have good chances of admission for MBBS management seats.
