Hello rajesh,
Yes, ofcourse you can appear in JEE MAINS exam.
For that not required to get your 10+2 from govt college.
Qualifying Examinations:Must have passed class 12 or equivalent exam in 2017 or 2018. Also, candidates appearing for class 12 board examination in 2019 will be also eligible for JEE Main 2019.

Read eligibility criteria.
I think there are no problem at all bcz after 12th your gap is not more than 2 year.
