Sorry to inform you that your rank is not good infact you might not qualify UPSEE also. Please check if the rank mentioned above is right. Because i think you have added an extra zero. Even if your rank is 14k you have to take risk of spot counseling. In total you have less chances of getting any government college's other than waiting till spot round.
