As of now there's no clarity regarding this issue, because IGNOU hasn't provided any official information except stating that it has been postponed until further notice. It hasn't informed whether it's going to cancel the exams or will promote students to their next year,  although UGC stated that exams will take place in the month of September, but seeing the current scenarios where the pandemic is escalating in such an increasing manner, until this comes under control conducting any exam in offline mode will put the health and life of a student at risk.
