As per your rank in BCECE exam you do have chances for getting one of the college in Bihar.
But definitely you won't be able to make it to the top/best college like MIT; bhagalpur since your rank doesn't match as per the requirements.
But you will get a decent college.
So, participate in the counseling process so that the scenario becomes clear to you.
