Because the university needs the candidate that fully completes their BA degree and clears their backlog (if they have one); otherwise, you are not eligible. Since you have a backlog in 5th semester of BA and the exam hasn't happened yet,most University requires you to complete your degree before joining an MA program.some may not allow until the backlog is cleared.while a few might give provisional admission and let you start MA, expecting you to clear the exam within there given time period.
