It is not compulsory to pay Rs. 40,000 before the sliding round. You have to pay Rs. 40,000 if you want to freeze the seat which you were allotted to in the previous round. If you have paid these fees before and you get a different college in the sliding round these fees are transferred to the newer college. If you get the college for the first time in the sliding round you can pay this amount at that time.

Well what i know that when you get a seat in ipu cet counselling or you accept a seat ina ny college under ipu-cet, then you need to pay 40000 rupees in order too continue further or freeze it.If you failed to do so, means if you fail to deposit , then you can't participate in further round, you will apply for spot round only. I think that this is the case with you. So, i don't think that you will participate in further rounds.
