Top foreign universities (the Ivy Leagues in the USA, Oxford/Cambridge in the UK) take into consideration more than your exam scores. Also, there are other tests you will have to sit for, like the SATs/GRE/IELTS to qualify for colleges, whose scores will be more important. 

Having said that, having good board marks would definitely have helped but you can compensate with outstanding co-curriculars like public speaking/community service/having a startup venture of your own.

Dear there are no direct admission for foreign university basis on percentage.GRE test is entrance test for admission.
