For appearing in civ services exams conducted by UPSC, you just need to be a graduate from any college recognised by UGC. It is not mandate to be a regular student, you can also study from open institutes like SOL, IGNOU and others.

For choosing a course, you can prefer arts in history, geography or any other subject you like the most. Either way it is definitely helping you in it.
