The upper age criteria mentioned by nta neet is " The upper age limit for NEET (UG) is 25 years as on the date of examination with relaxation of 5 years for the candidates belonging to SC/ST/OBC-NCL category and PwD Candidates."

Form this criteria you can clearly find that upper age limit is of 25 years at the time of examination not at the time of counselling. So you will be allowed to attend the counselling on neet ug.

Even a candidate above 25 year of the age is allowed to appear for neet ug exam and counseling as the upper age criteria is not certainly fixed it will be conformed only after the decision made by Supreme court. However the candidates above 25 years are provisionally permitted to appear and their candidature is subject to the outcome of pending Petitions before the Hon'ble Supreme Court.

According to the norms your age should be equal to Or less than 25 before Or on 31 december 2020 to be eligible for neet ug exam and admission,

Hence if this criteria is fulfilled you can attend the counselling.

Otherwise you can not.
