You have not mentioned about your brother's reservatio Category because allotment of seats are done on the basis of reservation as well , 

So Considering the previous year's Cutoffs of Telangana, your brother may not get seat if he belongs to General category as it's lowest Cutoff was 493 marks , 

And if your brother belongs to reserved category then he will get seat in some good Govt college's ,
