Dear Harsh, Physical Disability has no vertical Reservation. It  is a horizontal reservation within the Category your brother belongs to. For example, if he belongs to General Category,he woll be considered under General Category-PH quota. Now the cut off for General Category is 134-701. And PH gets a cut off 45% which means the cut offs will be lesser than his range. Now not every qualified candidate can get a Medical seat.
