With reference to your query , I would like to inform you that ews certificate doesnt have any relation with age, you should statisfy all the conditions of ews  like your brother did but I would like to advise you that their is no renewal process in ews certificate,you have to apply again when it gets expire,so apply when needed to avoid the panic and wasting time
