Hey there, Your brother has scored 445 marks in NEET and you are looking for government college. You will have to check the cutoffs of each and every college as this year the cutoffs are a lot varying due to various factors. I would suggest you check for government colleges, semi-government colleges, and even some good private colleges too in your state as you can get a seat in reserved quota too. You can even get admission in good colleges in Delhi like in Dr. BR Ambedkar Medical College.
