NEET is an entrance test conducted by NTA for admission in various medical and allied courses.

Basic NEET eligibility:

The candidate must be minimum 17 years of age

Should be an Indian citizen

and should have passed 10+2 in science stream with minimum 50 % marks(general) and 45%(PWD) and 40%(SC/ST/OBC)

So,yes your brother is eligible.

the basic eligibility of NEET 2020 is candidate must have completed their 10+2 from recognized board with science stream subjects having physics , chemistry biology and english or equivalent there to , and candidate who are appearing for 10+2 are also eligible , talking about qualifying marks then the aggregate of PCB subjects for general category is 50 percent , for OBC/SC/ST it is 40 percent and for PWD it is 45 percent

so according to the NEET 2020 you are eligible for the same
