Since your brothers rank is 3520 in OBC-NCL in JEE Avanced it is tough to say exactly which IIT or stream he will get because different streams  require differnt cutoff . Also the cutoff varies institution wise . Some of the IITs with their stream wise cutoff for OBC-NCL is listed below -

• IIT BHU : civil - 2457,elctrical -1356, mechanical-1599
• IIT Bhubaneswar : civil-2825 , electrical -1860 , mechanical - 2125
• IIT Indore : civil -2780 , electrical - 1546, mechanical -1895
• IIT Jammu :civil - 3739 , electrical -3280 , mechanical -3382
