A domicile certificate enables its holder to prove that he/she is a resident of the state either by birth or having lived in that particular state more than 15 years.The documents enables the holder to avail of the domicile/resident quota extended by the state in education and jobs.

So if you have domicile certificate of Maharashtra and have non creamy certificate with you then you are eligible to apply through state level quota under OBC NCL.
