Since you are from a reserved category,so you can participate in the councelling process on the basis of your category merit rank.
If I go by the previous year record then chances of your brother to get into nift are low in the first round of councelling.nift conducts various rounds of councelling ,you can register for second and third rounds of councelling .Hopefully you will get one of the nift centres .
