my cousin's certificate holding file is missing while in a traveling.her SSLC, plus two, Tc , native certificate all certificate on that file. what to do? can she apply for duplicate certificate

First of all you made a complaint (F.I.R) to the nearby police station at get a copy of it.with the true copy of that copy you should I apply to the air is applied to the universities, colleges or schools for duplicate copy of certificates. Also you publish your loss of certificates in the well published newspaper also.
Application for getting duplicate copy to the respective authority will be attached with the former certificates copy if it is available.
