The eligibility criteria for UPSC says that if your age is between 21-32 for the general category, then you can appear in the UPSC exam. As you have mentioned your date of birth, this implies that you are eligible to give the exam for UPSC in the year 2023 as you would have crossed the minimum age requirement criteria. According to the age limit set up for the UPSC civil services examination a candidate needs to age minimum of 21 years and the maximum age defined is 32 years which has some relaxation for the reserved categories. So following that you would not be eligible for UPSC 2023 examination as the cutoff date taken for consideration is 1st of August which  you over cross. However you would be eligible for UPSC from 2024 provided that you have completed your graduation.
