By considering your doubt I want to inform you that if you earthing that your percentage is 59.91 and it will be considered as 60% so you are right at your extent but if you will consider it for any competitive exam so it will not be applicable while it may applicable for college admission.

If you are a pcm/pcb student,then consideration goes like 60% in PCM / PCB.

Talking about percentage accuracy you are close to 60% but in some company recruitments less than 60% are not considered.
