Of course you can apply, in order to appear for UPSC 2024 you will already attained 21 years  as on 26th May 2024 and as you said already graduated by 2023, so that makes you eligible for appearing in UPSC exam, the age limit is 21-32 years for general category candidates, in case of reserved categories relaxation are provided.
