In order to appear for UPSC, candidate need to pass bachelor's degree in any discipline from a recognized university, or they can apply in the final years also, and they need to attain 21 years as on 1st August of the appearing year, as per the DOB you have provided, you will be completing your 21st on 7th September, 2023, that is after the prescribed date hence you're are not eligible for that year, you can try for the subsequent year that is UPSC CSE of 2024.
