Yes, candidates who secured rank below 10,000 are eligible for full fee reimbursement irrespective of their category. Government of Andhra Pradesh provides the full fee reimbursement. But you should apply for full fee reimbursement right from first year if your B.Tech through AP e-pass website. You cannot apply for full fee reimbursement while you are in the middle of your course.
