Since you have not mentioned the name of the exam in which you got 9950 rank, I am assuming it was either KCET or COMEDK. Previous year cut-off for CSE in MSRIT was 717 for KCET (at the end of round 2) and 860 for COMEDK (at the end of round 3). So with your rank, it's not likely that you will get a seat there.
