According to the category rank you have mentioned in the question you cannot get any of the top NITs with good branches as per previous year's cut-offs but yes you can get some average NITs like NIT Arunachal Pradesh, NIT Meghalaya, NIT Goa and so on.

Note that the cut-offs are bound to change every year depending upon various factors.
