At the time of counselling Gujarat will be his Home state quota, i.e, he is likely to get NIT gujarat than any other NIT

Home state is where you have passed 12th,
The councellor may raise issues.

However, if he fets a college by jee general rank(not HS QUOTA) none has rights to say anything.
