Hi Aspirant

If you are from non general category then definately you will get any PSUs otherwise you may get IITs and NITs with a score of 58 marks in EE.Your rank will be within 300 .

You can apply for colleges and PSUs wherever you want to go.You must know that IITs/NITs even PSUs take interview and sometimes GD also.So you need to prepared for that.
