You have decent chances of conversion with following colleges for EE specialisation Mtech. :

IIT BOmbay All branches
IIT kanpur All branches
IIT roorkee
IIT Patna
IIT jodhpur
Chances with top end IIT like Madras and Kharagpur and Guwahati seem kess as cutoffs stand at 700+scores.
IIT BOMBAY has seen tremendous job opportunities into EE stream with average package of 12LPA.
Overall IIT bombay and Kanpur are Re two best for teaching facilities and infrastructure.
