First of all Congratulating you on your nice performance that you scored such a good rank but I feel sorry to inform you jee main counselling (even the spot round) is finished today and now you can not do anything. I think you should have applied for counselling then you must have ended up getting a better college. So forget it you can reappear if you have passed your 12th class this year.

For Getting a Government College or University You Should Go for JoSAA Counselling. Please check JoSAA site if Counsellings are left. And regarding Quota You are OBC registered In UP which is not applicable outside UP. As All States has different caste In Different category. For government colleges in UP you should Give UPSEE Organised every year. 

If you are looking for Admission in Private College/university then you can can get Admission on the basis of your JEE Mains score.
