Since your rank is quite low it is difficult for you to get colleges.

Yes if you are from other category or your state of eligibility is some f the north eastern states then you can definitely get a college in which you can pursue civil engineering.

I t will be better for you to look for counselling of other colleges engineering entrance exam.

Or you can drop if you have one chance left and prepare again for the next year's jee.

Take your decision accordingly.
