Dear Aiushie, The eligiblity criteria for counselling in JoSAA is 

• Candidates applying for admission through JEE Main 2019 score must have secured higher marks than the cutoff of JEE Main 2019 for Paper I

• Candidates must have qualified Class 12th or equivalent examination with Physics and Mathematics as compulsory subjects along with one of either Chemistry/Biology/Biotechnology/Technical Vocational Subject as optional subject

• In order to get admission to NITs, IIITs and GFTIs, general category candidates must have secured minimum 75% aggregate marks while reserved category candidates must have secured at least 65% marks.

So, as you are from obc, if you have scored more than 65% than you are eligible for the JoSAA counsellin. Otherwise I'm sorry to say that you won't qualify for counselilng.
