For getting admitted into NITS/IITs through jEE you must need to fulfill some eligibility criteria required.

• For SC/ ST candidates, the eligibility criteria are to secure 65% marks in class XII or equivalent exam.

So, since you have secured 60% in class 12, which doesn't fulfill the eligibility criteria of 65% in class 12.
So, you are not eligible for admission in NIT, IITs.
But, there are other colleges which take admission through JEE mains and don't have such eligibility criteria.
You can apply for them.

With this much score in your jee mains examination and your boards examination you will easily get a good nit through your sc category. I will suggest you to apply for these nits :

Nit Hamirpur

Nit Durgapur

Nit JSR

Nit kurukshetra etc.

With branches like mechanical, civil and chemical engineering.
