Yes, you have the chances to get a seat on your mention college. As per the previous records mostly the 38k to 45k rank holders have the chances. But cut offs are varied every year based on some categories like :-

Number of students appeared in the examination
Numbers of Seats availability
Difficulty level of questions etc
