Hello ashkrit,
Yeah, you have to participate in the CSAB special round 2019 to get the best seat with your crl rank. But no one can pridict the closing ranks. So, once you can check the previous year closing ranks for all NITs and IIITs and fill your choices in the special round counciling of CSAB 2019 then you can get the seat definitely. Hello Aspirant
There are total 38704 seats including all the catagories. In IIts, there are 11168 seats, IIITs a total of 4449 seats are available. In GFTIs, there are 5635 seats and in NITs there are a total of 17452 seats. Your rank is quite low with respect to the availability of seats. But if many candidates do not take admission, than you might have a chance.

Nit manipur

Nit goa
Iiit kota.

You might get admission in any of the nits mentioned above. So you can fill these.

Civil engineering in nit meghalaya
Chemical, Civil, electronics, it,mechanical in nit Srinagar.
Electrical, electronics, mechanical, Civil in nit manipur.
And civil Nd mechanical in rest of the colleges I mentioned.
