As you have mentioned you have secured 20k rank in jenpas -ug and considering you are a general category student let me tell you honestly that government colleges in this rank would be a tough nut to crack but the cut offs can go lower.

Various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
