My madhya pradesh state counselling merit list rank is 849.What are the chances that i will get a government medical college for mbbs ?

Well, the cutoff score in 2017 for general category was 545. The one with this score got a seat in Bundelkhand medical college. You can compare your score with it to have a fair idea of your chances of selection.

Here is a list of all government medical colleges in Madhya Pradesh and their respective cut offs in 2017 for the general category under the state quota. Considering your state rank you seem to have a fair chance.
1. Gandhi Medical College, Bhopal-
RANK 6067 and  MARKS 575
2. Gajra Raja Medical College, Gwalior-
RANK 9944 and MARKS 555
3. MGM Medical College Indore -
RANK 4167 and MARKS 588
4. Netaji Subhash Chandra  Bose Medical College, Jabalpur-
RANK 8105 and  MARKS 564
5. Shyam Shah Medical College, Rewa -
RANK 11389 and MARKS 548
