Counselling list based on the marks is prepared and published on major newspapers like The Assam Tribune and other leading daily newspapers of the region.

So to conclude, you can get the idea of your​ selection on the basis of marks scored in the Exam. Also, the marks scored on the HS exam is of considerable importance, as it helps to arrange students in decreasing order, having same same CEE score.

So answering to your question, we can discuss about closing score. This closing score also varies for different categories ( General, SC, ST etc. ) .

Officially, no cut off score is also declared. There are many datas provided in different websites, which is don't think is reliable.

But for your​ idea, I can tell you the range of marks for General category.

Opening Marks :- 165–170

Closing marks :- 115–120 ( after 2nd round) .

Kindly note that this score also varies as the question paper level is different each year and so it varies.
