I would say that it wouldn't be possible for you to get a government college based on your marks. Last year itself the cut off was above 540 for government colleges in UP for the general category through the state quota. This year the cut off is expected to go even higher because the paper was easier than the previous years. And, All India Quota is completely out of the question as the cut off of that will go even higher than the state quota. So, either you can look for a private college or  take a drop for a year, work real hard and get a government college :)
