As far as state quota is concerned, you can get admission in the state quota seats of your domicile state only.

No student is allow to attend the counseling of other states for government seats and government quota seats in private colleges other that his or her own state.

If you have domicile of Bihar then Bihar is your state to claim the 85% state quota seats.

In Bihar state counselling, you can easily get a medical seat with the marks that you have scored.
