my neet 2021 score is 514 with 72000 rank approx. can i get adm. in govt. medical clg for mbbs? considering i belong to obc and having haryana domocile.

With a Score of 514/720 in NEET, in spite of being from OBC Category and Haryana Home State, you would have somewhat bleak chances in securing a seat in MBBS at some of the Government/State Medical Colleges in Haryana. You may still have extremely low chances under State Quota or high chances under Management Quota.
