Congratulations on qualifying NEET-2019. So getting an exact idea of what the cutoff for a specific course is gonna be can't be said. It depends on different factors. But as per your score getting government medical college seat at 172 marks is not likely to happen. And still you can try to get into private medical colleges. They have management seats. Management seats are like direct admission but you have to pay more in some cases.

You score is very low to fetch you any government BAMS seat. It is actually impossible for you have a chance in any college under All India as well as state quota.

The chances in even management quota with 172 marks in general quota are very close to zero.
