423 is quite an average score in Neet. You know that the cutoffs change every year so it is quite difficult to predict. Now if we go through last year's cutoffs then you can expect government quota seats in private medical colleges such as Geetanjali medical College, Ananta Institute Of Medical Sciences and Research Centre, Jaipur National University Institute for Medical Sciences & Research Centre, Pacific Institute of Medical sciences etc. You can check the cutoffs here http://medicine.careers360.com/articles/neet-cutoff-rajasthan
But keep in mind that these cutoffs are based on last year's data and this year it might change. So I would suggest you to use our Neet College Predictor tool to know where you have good chances http://medicine.careers360.com/neet-college-predictor?icn=QnA&ici=qna_answer
