Candidates have to qualify JEE Main 2021 or JEE Advanced 2021 to participate in JoSAA counselling 2021.

It depends on the your category that you are eligible to participate in the counseling or not. If you belong to general category or OBC category, then you are not eligible to participate as your percentile is less than the qualifying cutoff.
