Your percentile is less for tier 1 college. You can apply for tier 1 using your categorical rank/percentile.
In general, you can apply for tier 2 i.e.AU and it's branch colleges. There are many options but you have to choose as per your suitable options.
Cutoff list for different specialization will be released prior to counseling and admission process.
It would be better to look on details then apply for options. Keep track of information and stay updated.
