Honestly computer science branch in PES is a bit dicy in this rank because usually the cut off does not goes uptill 4k but you never know it can go if the number of seats have been increased or there are less number of applicants.

But you can be rest assured that you will get ece branch over there which is also considered to be a good branch.

However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
