Here is a list of things you can do:

1. Check the photo's format and size requirements.

(There are tons of online image and document resizing tools available online)

2. Refresh the page.

3. Clear your browser cache, or switch browsers/devices.

4. Ensure a stable internet connection.

If problems persist, contact the official helpline number for support with any error messages for assistance.

You can do one thing just I did it that's why I am telling you ,

download the Adobe photo editing and do in ratio of 4.5cm*3.5cm and just crop it , after that it will upload.

There may be an issue related to photo size as some form asks for a fixed size and with a specific dimension. So first go and check they mention some condition for photo uploading or not.

If yes , then edit your scanned photo according to thier condition either using photoshop or simply by using microsoft paint and many other toolls  offline or online as you wish.
