As per your rank and category you may expect a private college of IPU. But still cut offs vary a lot every year and there might be vacant seats, then you can expect a gov. college too. Till then it's more of a private college situation. For knowing full details about counseling, you can download the 'admission brochure2019' of IPU. You will get the full schedule for cut offs, counseling ,etc.
