First of all congratulation for performing well in your exams. With the rank of 28271 in UPSEE exam 2019 you will not be able to get CSE in top government colleges but you can get CSE in private colleges. The colleges in which you can get CSE/IT are:

• GL Bajaj Greater Noida
• GALGOTIAS 
• KIET
• JSS
• AKG

I suggest you to please attend the counselling as you may get a seat in government college also.
