Dear satyajeet
You haven't mentioned the name of exam your are talking about.
I assume you are talking about jee mains rank, on the basis of that i will say. NO, You wont get any good govt college for engineering.
But dont loose hope there are many other engineering exams you can still attempt to get a seat in popular private colleges like BITS , or Vit or other regional colleges
